Here are some Easiest states to obtain medical licenses in: 

New York: New York is considered as one of the easiest states to obtain medical licenses as it does not verify employment, medical licenses, privileges, and malpractice. This process may take a longer time for graduates from other countries as the license issuing board requires you to submit your FCVS profile along with your application. They only verify your exam scores, medical institutes and training hospitals. This process takes 6 to 12 weeks only. 

Indiana: Indiana State Medical Board only verifies your exam scores, medical institution transcripts, NPDB report and state license verifications. The license issuing process in Indiana takes 10 weeks to complete. They also issue temporary licenses within two weeks if you submit complete information and all required documents. 

Michigan: Michigan is the easiest state to obtain a medical license for physicians with active U.S. licenses within the past ten years. They only verify state license certification. This process takes only 6 weeks to complete.  

Arizona: If you want to get a medical license in Arizona, you need to submit documents such as medical institute transcripts, exam scores, postgraduate training verification and any previous licenses. They only verify your education, exam scores and medical training. This process takes 6-8 weeks after the submission of required documents. 

Ohio: To get a medical license in Ohio, you need to submit medical institute transcripts, exam scores and previous licenses. They verify your medical education, trainings and exam scores. This process only takes 6 to 10 weeks to complete after the submission of required documents.  

Florida: In Florida, you need to submit medical school transcripts, exam scores, proof of postgraduate training and previous licenses. They only verify your medical education, exam scores and training. This process just takes 4 to 6 weeks to complete after the submission of required documents. 

In conclusion, the process of obtaining a medical license depends on which state you are applying in, as each state has its own procedure and timeline. If we consider the outlined criteria, New York is the easiest state to obtain a medical license in. Indiana, Michigan, Arizona, Ohio, and Florida are also the easiest states as they only require verification of documents such as exam scores, transcripts, and previous licenses.
