Pretrial Services Goes Digital: Mobile Fingerprinting Scanners Deployed Across Illinois

The Office of Statewide Pretrial Services (OSPS) is seeking qualified vendors for the provision of the mobile fingerprint scanner hardware and software. This is part of the office’s commitment to fairness and equality, as well as public safety in the pretrial process across Illinois.

Under the authority of the Pretrial Services Act, 725 Illinois Compiled Statutes (ILCS) 185, the OSPS organization is a pretrial service of the state. These services are provided by staff responsible for investigations and supervision. The OSPS is mandated to deliver these services to 84 of 102 counties in Illinois by July 1, 2026.

As part of the office’s mandate, the OSPS has the authority to collect fingerprints from individuals whose fingerprint records are not yet in Illinois State Police (ISP) records. This will be implemented through several mobile LiveScan fingerprint scanner hardware and software. This hardware should be certified by the Federal Bureau of Investigation (FBI) as a LiveScan fingerprint scanner.

OSPS is undertaking a competitive, multiple-step, sealed bidding process consistent with its Procurement Code. Prospective vendors must submit their initial bids without pricing to pretrialservices@ilosps.gov no later than 5:00 p.m. CST on March 30, 2026. The initial bid includes unpriced product information, as well as various attachments like Attachment A: Bid Form, Attachment B: Product Narrative (maximum 10 pages), and Attachment C: Vendor Certification Form.  The vendor may be disqualified from this tender if they fail to document the separate pricing information for the initial bid.

Once the review process is completed, OSPS shall contact the vendors to obtain pricing information for the vendors’ systems, including all costs for equipment, software, and support tools. After that, selected vendors are required to enter into a standard vendor agreement that is Attachment D, which is for goods and services, and are required to submit a list of subcontractors that covers their full names and addresses. The OSPS contract shall be for a 5-year initial period with the option of extending this contract for a further 5-years.

The mobile fingerprinting system is also needed to meet several technical requirements. The system is required to be ruggedized for outdoor use and to allow for the electronic capture of fingerprints through LiveScan technology. The software is required to allow for the printing of fingerprint cards with assigned transaction control number/document control number (TCN/DCN) numbers, to allow for the submission of criminal justice transactions to the ISP and FBI, and to be a user-friendly system. The vendors are required to offer comprehensive training, either virtually or onsite, for the system.

The computer software is also required to meet several requirements, including providing for secure log-in credentials, allowing for authorized modifications, and protecting sensitive information. The vendors are required to offer technical support through a phone and virtual/onsite approach, to be SOC1 and SOC2 Type-compliant, and to have secure facilities that are monitored 24/7, with power redundancy and daily automated data backups for a minimum of one year.

The bidder is required to have insurance coverage as stipulated in the IFB, and failure to present a valid Certificate of Insurance shall result in the termination of the contract. OSPS retains ownership of all data, reports, and information produced through the software purchased, and OSPS reserves the right to award the contract to the bidder that submits the best overall proposal. OSPS shall review all bids based on compliance with technical specifications, completeness of the bid, and appropriateness of the hardware and software for statewide pretrial use.
